d)Tecidos de algodão, lã ou fibras sintéticas ou artificiais de qualquer outra mistura contendo uma ou mais destas fibras, em que a lã represente 17% ou mais do peso ou em que alguma ou todas estas fibras em conjunto representem 50% ou mais do peso do tecido inacabado, serão definidos como «tecidos impregnados» quando tiverem sido impregnados, revestidos, cobertos ou laminados com preparados de derivados de celulose ou de quaisquer outros materiais plásticos artificiais, qualquer que seja a natureza do plástico (compacto, espuma, esponja ou expandido).
A definição não inclui: tecidos que, após impregnação, revestimento, cobertura ou laminagem, não possam ser dobrados, sem fractura, manualmente em torno de um cilindro de 7 mm de diâmetro a uma temperatura entre os 15ºC e os 30ºC, ou os tecidos completamente embebidos em material plástico artificial ou revestidos ou cobertos de ambos os lados com tal material.

Em referência ao acordo têxtil assinado hoje entre os Governos Português e Sueco, as duas Partes acordaram no seguinte:
A definição e a enumeração de produtos, tal como resultam das listas de posições da pauta aduaneira sueca, inseridas no presente Acordo, não serão por qualquer modo afectadas por alterações eventuais na referida pauta durante o período de execução deste Acordo.

AGREEMENT BETWEEN PORTUGAL AND SWEDEN REGARDING EXPORTS OF CERTAIN TEXTILE PRODUCTS FROM PORTUGAL TO SWEDEN
During consultations in Lisbon and Stockholm in September and October 1980 between Portuguese and Swedish delegations regarding exports of certain textile products from Portugal to Sweden, the following Agreement between the two countries has been concluded. On reaching this Agreement, the two Parties bore in mind the fact that they are founding members of EFTA, whose basic principles of free trade, which naturally also apply to the textile trade, they continue to share. Therefore, both Governments agreed that a self-limitation agreement of this nature between two EFTA partners must be considered as exceptional.
ARTICLE 1
The Government of Portugal will limit exports from Portugal to Sweden of the textile products listed in Annex I to this Agreement to the levels set out in that Annex. The date of issue of shipping documents is considered to be the date of exportation.
ARTICLE 2
This Agreement shall apply for the period specified in Annex I.
ARTICLE 3
The Government of Sweden will admit imports, up to the levels set out in Annex I, of the textile products of Portuguese origin, listed in Annex I, only when such imports are covered by a document (declaração modelo n.º 159), as per specimen in Annex III.
Such a document shall be issued by the Instituto dos Têxteis, be consecutively numbered and bear an endorsement that the consignments concerned have been approved and debited to the agreed group level for exportation to Sweden for the relevant period.
ARTICLE 4
The Government of Portugal will as soon as possible, and not later than 15 November, 1980, begin issuing documents in accordance with article 3 for the items in Annex I which were not included in the restraint Agreement for the period 15 September, 1979, to 14 September, 1980 (new items).
The Government of Portugal will provide the Government of Sweden, through the Embassy of Sweden in Lisbon, with information as to the quantities of new items, which have been approved and debited to the agreed levels in Annex I and been exported to Sweden during the period 15 September to 14 November, 1980.
These statistics shall reach the Embassy of Sweden in Lisbon not later than 28 November, 1980.
ARTICLE 5
During the period 15 September, 1980, to 14 September, 1981, the Government of Portugal may, after communication of relevant statistical information to the Government of Sweden, approve the exportation of amounts in excess of the agreed group levels specified in column (e) of Annex I to this Agreement up to 5 per cent of those levels (carry forward). Where specific group levels are increased by carry forward, the Government of Portugal shall inform the Government of Sweden of the carry forward quantities and debit these to any corresponding group level that may be agreed upon for a subsequent restraint period, if any.
ARTICLE 6
Both Parties regard it as essential that exports to Sweden of goods listed in Annex I are evenly spaced throughout the period of agreement, taking into account normal seasonal factors.
ARTICLE 7
The Government of Portugal will forward to the Government of Sweden, via the Embassy of Sweden in Lisbon, monthly statistics on a cumulative basis of the quantities of the groups listed in Annex I to the Agreement, for which duly endorsed «Declaração Modelo n.º 159» for exportation to Sweden have been issued for the relevant period of agreement. The statistics shall reach the Embassy of Sweden in Lisbon within a period of two months from the month under reference.
The Government of Sweden will forward to the Government of Portugal, via the Embassy of Portugal in Stockholm, quarterly statistics on a cumulative basis of imports from Portugal of textile products under restraint as listed in Annex I.
ARTICLE 8
The products listed in Annex II to this Agreement will be subjected to surveillance with the aim of keeping under control the development of Portuguese exports of these products to Sweden. The Government of Sweden may at any time request consultations concerning the said products, upon evidence of market disruption. The Parties shall enter into consultations, within one month at the latest of notification of the request, with a view to reaching an agreement at the latest within one further month.
ARTICLE 9
The Government of Portugal and the Government of Sweden agree to consult each other, at the request of either Party, when any problem arises from the implementation of this Agreement. The Government of Portugal and the Government of Sweden agree furthermore to enter into consultations on the extension, modification or removal of the limitations before the end of the period of agreement.
ARTICLE 10
The four Annexes to this Agreement shall be considered to be an integral part of it.
